Commander
Phillip Bachand, a native of Plymouth,
Connecticut, enlisted in the U.S. Navy in
January 1980. Following recruit training
in Great Lakes, Illinois, he attended
Yeoman “A” School and was assigned to
Commander Cruiser Destroyer Group EIGHT,
deploying to the Mediterranean Sea onboard
USS BIDDLE (CG 34) and USS INDEPENDENCE (CV
62). In February 1983 he was assigned
ashore to Headquarters, U.S. European
Command in Stuttgart, Germany as
Administrative Assistant to the Director
for Intelligence (ECJ2).
In February
1986, he reported to USS PAUL (FF 1080) as
Ship’s Secretary, making three deployments
to the Mediterranean Sea. He was selected
for conversion to Intelligence Specialist
and attended IS “A” and “C” schools at the
Navy and Marine Corps Intelligence Training
Center, Dam Neck, Virginia. He was
subsequently selected for advancement to
Chief Petty Officer, reverted to his
previous rating, and reassigned to Attack
Squadron EIGHTY FIVE at Naval Air Station,
Oceana, Virginia making two deployments to
the Mediterranean Sea and Arabian Gulf
onboard USS AMERICA (CV 66).
Chief Petty
Officer Bachand was selected for duty on
the staff of Commander Naval Surface Force,
U.S. Atlantic Fleet in 1990 serving as
Administrative Assistant to the Deputy and
Chief of Staff. In December 1993 he was
commissioned Limited Duty Officer Ensign
and reported to Naval Submarine Base, Pearl
Harbor, Hawaii as Administrative Officer.
In March
1997 Commander Bachand was assigned as
Administrative Officer onboard USS SIMON
LAKE (AS 33) homeported in La Maddalena,
Sardinia, Italy where he remained through
her decommissioning in July 1999. On 6
August 1999, Commander Bachand relieved as
Officer in Charge, Personnel Support
Activity Detachment, Newport, Rhode
Island. In August 2002, he assumed the
duties as Administrative Officer and
Assistant to the Director for Operations,
Plans and Policy, U.S. Fleet Forces
Command. He returned to sea as Admin
Officer and Brig Officer, USS THEODORE
ROOSEVELT (CVN 71) in June 2005. On 10
August 2007 he assumed the duties as
Officer-in-Charge, NSA Norfolk Northwest
Annex, a 3700 acre Navy base in Chesapeake,
Virginia. He assumed his assignment as
Flag Secretary to the Commander, U.S. Naval
Forces Central Command, Commander FIFTH
Fleet and Combined Maritime Forces on 10
August 2009.
Commander
Bachand’s awards include the Defense
Meritorious Service Medal, three
Meritorious Service Medals, four Navy
Commendation Medals, four Navy Achievement
Medals, five Good Conduct Medals and
various campaign, unit and service awards.
